In the 1st term of the 9th Parliament, the two committees reviewed all the 15 Chapters of the Constitution. The review included changes, additions, reductions and corrections to the text and language of the Constitution, and the chapters that are similar in terms of provisions such as Chapters 5 and 12 of the Constitution were merged. The basis for the review of the Constitution of the two commissions was the study of the Constitutions of 27 countries in the world that practice the federal system. Also, the committees produced a report with options on the governance process, and it was submitted to the 9th Parliament. These options include:
Option 1 It introduces a Federal Parliament consisting of one Chamber, a President as the Head of State and a Head of Government elected by the Parliament, and a Unified Judicial System.
The 2nd option refers to a Federal Parliament with two Houses which are the House of People and the House of Elders, a President as Head of State and a Prime Minister elected by the Parliament as the Head of Government and a mixed judicial system.
3rd choice It establishes a Federal Parliament consisting of two chambers, namely the House of Representatives and the House of Representatives of the States, a President, the Head of Government and the Head of Government directly elected by the people, and a parallel court system or decentralized judicial system.
From 10 to 19 April 2017, the members of the Monitoring Committee for the Review and Implementation of the Constitution of the 10th Parliament were elected, which consists of the two Houses of the Federal Parliament of Somalia.
