Also, on July 3, 2013, the FS Parliament approved Law No. 27 establishing the Independent Commission for the Review and Implementation of the Constitution. In accordance with the Constitution and Law No. 27 was established in June 2014 the Independent Commission for the Review and Implementation of the Constitution which consisted of the following members:

In March 2015, the Constitutional Institutions of the Ministry of Constitutional Affairs, the Monitoring Committee of BFS and the Independent Commission for the Review and Implementation of the Constitution reached an agreement of understanding that defines the division of work, duties and cooperation of the three institutions.

In May 2015, Aasho Geelle Diiriye, the chairman of the Independent Commission for the Review and Implementation of the Constitution, resigned eleven months after the commission started its work, and the main reason was that the commission was crippled with the resources to work (office and equipment). office, staff, transportation, etc.). After some time, Dr. Mohamed Dahir Afrax was appointed to the vacant position, which was approved by the Parliament on November 14, 2015. Also in 2017, Mrs. Muumino Sh. Omar Sha'ir who filled the position of Hassan Hussein Haji who became part of the Cabinet of Ministers of XFS in March 2017.

Parliament 9^aad In July 2015, it approved a resolution directing the constitutional review process. Also, the 9th Parliament has made some changes in articles of the Transitional Constitution namely Article. 60th, Art. 67th, Art. 136, and Art. 138th Constitution of KMG. 

In the 1st term of the 9th Parliament, the two committees reviewed all the 15 Chapters of the Constitution. The review included changes, additions, reductions and corrections to the text and language of the Constitution, and the chapters that are similar in terms of provisions such as Chapters 5 and 12 of the Constitution were merged. The basis for the review of the Constitution of the two commissions was the study of the Constitutions of 27 countries in the world that practice the federal system. Also, the committees produced a report with options on the governance process, and it was submitted to the 9th Parliament. These options include:

Option 1 It introduces a Federal Parliament consisting of one Chamber, a President as the Head of State and a Head of Government elected by the Parliament, and a Unified Judicial System.

The 2nd option refers to a Federal Parliament with two Houses which are the House of People and the House of Elders, a President as Head of State and a Prime Minister elected by the Parliament as the Head of Government and a mixed judicial system.

3rd choice It establishes a Federal Parliament consisting of two chambers, namely the House of Representatives and the House of Representatives of the States, a President, the Head of Government and the Head of Government directly elected by the people, and a parallel court system or decentralized judicial system.
